DUCTS COMISSIONING
This activity has been developed based on the National Oil Agency’s
(ANP) policy number 170 dated November 26, 1998. This policy states that
all new ducts for liquefied petroleum gas (LPG), natural gas (NG), and
flammable and combustible liquids, must be subject to evaluation by independent
companies, to obtain the commissioning certificate.
This certificate is issued after the following documents are checked
and approved:
• Duct project
• Specifications mentioned in the project
and in the assembly and inspection procedures
• Procedures utilized
• Legal documentation (environmental license,
firefighter’s inspection, construction
authorization, etc)
• Operation and Maintenance Manual

Upon completion of the above steps, a check list form called “Diagnosis
for issuing Commissioning Certificates” is filled in, consisting
of several questions including project, operations, inspection, environmental
protection, maintenance and safety system.
This certificate can be issued with some incomplete answers although definite
dates for completion have to be indicated, according to the agreement
between the Operator (responsible for the duct operation) and the technical
licensed company (the company authorized by ANP) for issuing the commissioning
certificate.

HYDROSTATIC TESTING CERTIFICATION
This activity has been performed in compliance with PETROBRÁS
– Petróleo Brasileiro S/A request to assure that the services
they provide be certified by an independent company, and that the procedures
and testing results be in accordance with regulations.
This certification is based on the following stages:
• Verification of the duct project
• Checking the regulations mentioned in the
project
• Procedures examination
• Recording and calibrating the equipment
to be used
• Follow-up of pressurization stages
• Certification of the duct tightness and
integrity
• Issuing of certification report
This work is done in continuous regime and the results obtained are automatically
recorded in graphic through temperature and pressure sensors. These graphics
are signed by the testing operator, by PETROBRAS and by the certifying
agent, being afterwards filed by PETROBRÁS, together with the duct
documentation.
